If Riddler had became the mayor of Arkham City after Joker’s death alongside Two-Face as his lieutenant/second-in-command, how different would things for him and Two-Face be if he was responsible for a brand new city fill of criminals? And what happens if Harley Quinn and Scarecrow wanted to take over and started making plans on how to do it? Note: This scenario will happen in Arkham ‚Verse.

Interesting scenario – not sure if it’s sustainable because I can’t really see Harvey and Ed managing to keep up a power dynamic in which Harv is technically subservient to Ed, even if it’s just a matter of public recognition. Sooner or later I think he’d probably chafe at it and try to undermine Ed in some way, either covertly or openly. Out of the two of them he is the one who seems to be more suited to the position of a public figure, especially in Arkham City, where outward projection of power would matter far more than in the “normal” world and where Ed isn’t really as widely respected. 

Same with a partnership between Crane and Harls – I just don’t see it lasting? Harley’s personality and approach to… anything really is kind of at odds with Crane’s and I don’t think he’d be able to put up with her for long even if they did initially team up. It’s fun to consider them doing so though because of their shared background in psychiatry and academia, their experience as ex-Arkham doctors. That would definitely be another source of conflict for them too because their ideas about their practice seem rather drastically divergent. 

So I guess my answer here is that it would all fall apart on its own – Ed and Harvey would end up getting in each other’s way and sabotaging one another before Harley and Crane manage to tolerate one another long enough to come up with any sort of scheme. That’s just how those idiot children are and why they can’t have nice things.
